Nacional tourist development project – MITUR – FOSEP.
The Challenge
To analyze the conditions for the development of tourism in El Salvador and its growth by specific territorial areas.
As part of the specialist team, and led by the local company Encuestando, a diagnosis of the physical, environmental, cultural, statistical and governance conditions of three poles of great importance and protagonism of the local tourism and leisure activity was developed.
Proposals for tourism development were prepared at a cross-cutting level and specifically for each of the three areas considered, as well as a set of recommendations for this new orientation of local development.
Surveys of national and international tourists, in-depth interviews and participatory workshops were conducted in six of the country’s departments.

The Process
Pax# participated in the elaboration of the project proposal, the methodological design and the elaboration and coordination of the study on governance in El Salvador, the actions and strategies suggested for each Pole, the collaboration with other work teams and project workshops and meetings.
Despite the difficulties of carrying out the project in a situation of a global pandemic, all the agents involved showed flexibility, courage, perseverance and rigor in the work development.
Conclusion
Every destination requires a realistic and objective diagnosis of the development possibilities of its capacities and products. The governance model can positively condition the growth of tourism activity, or limit its performance. The organization and empowerment of local stakeholders is a necessary, timely and powerful way to make inclusive and win-win development a reality.
