Strategic Tourism Development Plan for Premià de Mar

To elaborate a Tourism Development Plan for an important municipality located in the Maresme region, within the province of Barcelona.

The development of a shared diagnosis of the tourism situation in the municipality through participatory workshops, in-depth interviews with different stakeholders and analysis of secondary data.

The definition of the tourism mission and vision for the territory, based on a participatory workshop, and the subsequent establishment of the strategic planning axes.

The definition of an action plan ordered by strategic axes, temporal prioritization in the scope 2018-2022 and distribution of co-responsibility between the agents involved in the development.

In the first place, a socio-economic analysis of the municipality was carried out, using primary and secondary data sources. At the same time, a study of the current offer of leisure and recreational activities in the destination was made, and special interest was taken in surveying the perception of the different agents in the territory in relation to the destination’s tourism development model. In the participatory workshops, it was possible to share and reflect together on the diagnosis of the destination, the most appropriate mission and vision, and proposed lines of intervention and concrete actions to achieve recognition as a Mediterranean territory, welcoming, diverse, attractive for its legacy and heritage (water sports, history, commercial infrastructure and commercial activity) and united to achieve its objectives.

Planning is a tool that makes it possible to generate a shared road map, common tasks and activate a set of participatory, consensual, common and mutually beneficial mechanisms. Political commitment is important, while the will and work of each of the actors makes the difference. In times of great uncertainty and new trends, the union of local actors is important as it ensures better prospects.
