Reconditioning and merger of tourist facilities.

The Challenge

Analyze the technical and economic feasibility of three important parks in El Salvador as a leisure and recreation product.

The project was led by the Salvadoran firm CIVITAS Urbanismo y Arquitectura, and was developed between January and September 2019.

The study was focused on analyzing the feasibility of reconditioning, merging and relaunching the Balboa recreational parks, Devils Door (Puerta del Diablo) and The Family (La Familia).

Pax# was in charge of coordinating and developing the studies of tourism diagnosis, market study, economic and financial projections, socio-economic study, legal and regulatory analysis, benchmarking and participatory workshops and field visit.

The architectural design included the following components: 1) Upgrade and creation of 18 spaces, 2) Heritage corridor, 3) Foodcourt, 4) Events hall and toy library, 5) Cycle track circuit,  6) Five kilometers of running and extreme running trails, 7) Butterfly Garden, 8) Connecting walkways, 9) Pupusodromo, 10) Esplanade, 11) High ropes park, 12) Sports zone, 12) Consolidated parking lot, 13) Connecting circuit to Puerta del Diablo, etc. The images show the proposals for the Obelisk plaza, the expanded Rain Goddess plaza, the Butterfly Garden, the Esplanade and the walkway between the trees.

The Process

Pax# studied the feasibility of the union of three emblematic recreational parks in the country. For this, we conducted market studies of the project, socio-economic and legal analyses, identified best practices in the management and operation of similar recreational parks, and carried out tourism diagnostics, field visits, and participated in the presentations of the various project reports.

For the economic-financial assessment of the project, a set of scenarios that were developed would foresee different assumptions of fees, gratuities and space leasing. As a final result, a set of recommendations were issued on a series of key aspects that contribute to maximizing the project’s chances of success.

Conclusion

The development of rigorous and professional studies allowed us to evaluate options and transform an idea into a concrete tourism development project; highlighting the aspects which needed to be overcome, the operating opportunities and benefits among all parties. The collaboration with the CIVITAS team was very positive, highlighting their professional experience, seriousness, and the values of the organization and its team.
